武鋼有限一、四燒結(jié)節(jié)能環(huán)保提升改造項目燒結(jié)主抽風(fēng)機變頻運行裝置與武鋼有限五燒結(jié)節(jié)能環(huán)保提升改造項目燒結(jié)主抽風(fēng)機變頻運行裝置兩個招標(biāo)項目僅授予實質(zhì)上響應(yīng)招標(biāo)文件的要求、有履行合同能力、且兩個項目評標(biāo)價之和最低的同一個投標(biāo)人。

本項目采取對機械設(shè)備供應(yīng)商（設(shè)備1：主抽風(fēng)機及電機各2臺）、電氣設(shè)備供應(yīng)商（設(shè)備2：主抽風(fēng)機變頻運行裝置2套）分別招標(biāo)評標(biāo)，最后機械設(shè)備供應(yīng)商、電氣設(shè)備供應(yīng)商分別以最低評標(biāo)價中標(biāo)。中標(biāo)機械設(shè)備供應(yīng)商為總負(fù)責(zé)單位，負(fù)責(zé)協(xié)調(diào)和管理電氣設(shè)備供應(yīng)商提供的設(shè)備和服務(wù)，機械設(shè)備供應(yīng)商對合同技術(shù)、設(shè)備和服務(wù)的正確性、完整性、先進(jìn)性及工程質(zhì)量、進(jìn)度總負(fù)責(zé)。機械設(shè)備供應(yīng)商、電氣設(shè)備供應(yīng)商與招標(biāo)人共同簽訂聯(lián)合體雙賣方合同。

交貨時間：合同生效后12個月內(nèi)（FOB）

6. 投標(biāo)截止時間和開標(biāo)時間：2022年01月10日10時00分（北京時間）。投標(biāo)人應(yīng)于投標(biāo)截止時間前在寶華智慧招標(biāo)共享平臺成功遞交所有電子投標(biāo)文件。

7. 開標(biāo)方式：一步法。

9. *對投標(biāo)人的資格要求：

（1）投標(biāo)人必須同時參加武鋼有限一、四燒結(jié)節(jié)能環(huán)保提升改造項目燒結(jié)主抽風(fēng)機變頻運行裝置與武鋼有限五燒結(jié)節(jié)能環(huán)保提升改造項目燒結(jié)主抽風(fēng)機變頻運行裝置兩個項目的投標(biāo)，且報價水平基本一致。僅參加一個項目的投標(biāo)人將直接被否決；參加兩個項目投標(biāo)，若其中一個項目被否決的，另一個項目也將直接被否決

（2）僅接受投標(biāo)人代理同一集團(tuán)公司制造商產(chǎn)品的投標(biāo)，投標(biāo)時需提供同一集團(tuán)公司的說明文件，且有相關(guān)授權(quán)，除此之外，不接受其他形式的代理商投標(biāo)

（3）由于項目復(fù)雜、技術(shù)要求高，參與本項目的投標(biāo)人均應(yīng)在開標(biāo)前與招標(biāo)人開展技術(shù)交流并簽訂技術(shù)協(xié)議（聯(lián)系人***

（4）投標(biāo)方所提供的變頻器應(yīng)具有在450㎡（含450㎡）以上的大型燒結(jié)主抽風(fēng)機上（風(fēng)機參數(shù)不低于：21000m³/min,1000RPM,7800KW）的業(yè)績，且投運3年以上

（5）投標(biāo)方所提供的變頻器應(yīng)同時具有運行10000KW及以上電機2年以上的業(yè)績和啟動8000KW及以上電機2年以上的業(yè)績

10. 本項目不接受聯(lián)合體投標(biāo)。

Main exhaust fan VVVF system (including system integration, equipment design, equipment manufacturing, system establishment, application software development, debugging), 2 sets, Power distribution system, 1 set

The variable frequency operating device for main exhaust fan for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 1 and No. 4 sintering lines and the variable frequency operating device for main exhaust fan for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 5 sintering line will be awarded to the bidder who substantially responds to the requirements of the tendering documents and is competent to perform the contract and of whom the sum of the bid evaluation prices for both projects is the lowest.

We will conduct bid invitation and bid evaluation on mechanical equipment supplier (Equipment 1: 2 main exhaust fans and 2 motors) and electrical equipment supplier (Equipment 2: 2 variable frequency devices for main exhaust fan) respectively. Finally, mechanical equipment suppliers and electrical equipment suppliers with the lowest bid evaluation price will win the bid. The bid winner of mechanical equipment shall be the chief leader of the project, responsible for coordinating and managing the equipment and services provided by electrical equipment suppliers, and mechanical equipment suppliers shall be responsible for the correctness, completeness, advancement, engineering quality and schedule of the contract technology, equipment and services. Mechanical equipment supplier and electrical equipment supplier shall, as the consortium, enter into the sales contract with the tenderee.

4. Time for purchasing Tendering documents: Starting from：2021-12-19 to 2021-12-24 (Beijing time).

5. Sales prices of the tendering document: One complete set of Tendering Documents both in English and Chinese ( electronic version included). The Chinese language shall govern in case of any discrepancy between Chinese language and the English language.Sales price is 1,500.00CNYor250.00USD

All tendering documents will be sold per bid package (or section). After purchasing the bid, the bidder can download the tendering document and the template of bidding document. The tendering documents sales are non-refundable.

6. Deadline for bid submission and Bid Opening Time：2022-01-10 10:00(Beijing time). The bidder shall submit all bidding documents on Baohua tendering website before the bidding deadline.

9. *Requirements of Bidder’s qualification：

（1）The bidder shall participate in the bidding of both the variable frequency operating device for main exhaust fan for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 1 and No. 4 sintering lines and the variable frequency operating device for main exhaust fan for Energy Saving and Environmental Improvement Renovation Project of WISCO No. 5 sintering line, with basically the same quotation. Bidders participating in only one project will be rejected directly. For bidders participating in two projects, if the bid for one project is rejected, the other one will be rejected directly

（2）The bidder may only bid on behalf of manufacturer which is within the same group as the bidder, and shall provide the supporting document to prove that and be accordingly authorized. Agent bidder in any other form will be rejected

（3）Due to the complexity and high technical requirements of the project, any bidder to participate in this project shall contact the tenderee for technical communication and conclude the technical agreement before the bid opening (Contacts: Youkun MO, 13986258972, mo.youkun@baosteel.com). The technical agreement shall be submitted as a part of the bidding document. Bidders who have not signed the technical agreement will be rejected.

（4）The bidder shall have the history of supplying VFD for large sintering main exhaust fan (fan parameters: 21,000m3/min., 1,000RPM, 7,800kW and above) of 450m2 and above, which has been put into operation for 3 years and longer

（5） For VFD, the operation history of motor of 10,000kW and above for 2 years and longer and the history of starting motor of 8,000kW and above for 2 years and longer shall be provide
