PROCLAMATION OF THE DESIGN COLLECTION FOR THE SECOND BRIDGE OF HUMEN, GUANGDONG

To introduce the advanced philosophy in the global area of bridge design, obtain the international experience in the construction of long span bridge and to hold the development tendency of the long span bridge construction through drawing on collective wisdom and absorb all useful ideas, GUANGDONG HIGHWAY CONSTRUCTION CORPORATION (herein after referred to as the collector) as the legal person responsible for the project, entrusts CHELBI ENGINEERING CONSULTANTS, INC. (herein after referred to as the collection agent) to internationally publicly collect the project design of the Second Bridge of Humen, Guangdong. The relevant information is as below:
1. Briefing of the project
The project of the Second Bridge of Humen, Guangdong is a connecting line in the planned freeway network of Guangdong province, to be a high-class highway crossing the core economical area of Zhujiang River Delta from east to west. The bridge starts from Dongyong, Fanyu in the west, meeting the southern section of the Zhujiang River Delta economical area’s ring road as well as the Jingzhu Highway(from Beijing to Zhuhai, Guangdong), and ends at the Houjie overpass, meeting the Guangshen highway(from Guangzhou to Shenzhen). The bridge meets the currently under-planning highway from Houjie to Liaobu. The length of the whole line, the entire bridge, is 20.92 km. The main bridge of the planned Second Bridge of Humen, Guangdong is about 10km north of Humen and about 20 km south of Huangpu Bridge of Zhujiang River, successively crossing over the Dasha water course and Nizhou water course. The width of Dasha water course surface is about 1.5 km, with the navigable net width not less than 1,164 m; the width of Nizhou water course surface is about 2.4 km, with the navigable net width not less than 1,154 m. The water courses are with high navigable requirements and with the need and conditions for world-class super bridge.
The total investment into the project is about 12 billion RMB which will be self-raised.
2. The purpose and content of the design collection
The objectives of the project construction are “Safe and durable, harmonious and attractive, environmental and economic, scientific and innovative”, which should also be used into the design collection. The responders should consider all the basic background elements including the bridge’s positioning plan, the water, climate and environment conditions as well as the advanced philosophy in long span bridge design. The responders own designing experience are also encouraged to be utilized based on the given requirements.
The responders are to submit documents of the following aspects:
(1) The whole-picture design of the bridge and necessary structure and component part design;
(2) Supporting technical materials for the whole-picture design of the bridge, including (but not limited within) the following:
a. The main aspects in the responder’s consideration and the responder’s recommending reasons about the span layout, bridge type and structure system in his design;
b. Explanations of the main component parts of the bridge;
c. Reasonable explanations about the designability and practicality his design;
d. The design’s consideration as to the main operation plan or techniques;
e. The aesthetic presentation of the environmental harmony and bridge vision in the design;
f. New materials or techniques that the design may involve, and necessity and practicality of adopting the new materials or techniques;
g. The design’s consideration about the operation and maintenance of the bridge;
h. The design’s consideration about controlling the building cost of the bridge;
i. The responder’s suggestions on the following step’s key and difficult points if the design is adopted;
The above supporting materials should be brief and clear, explaining how to put into practice the general design and stating the advantages of the design, with necessary simple drawing or calculation sheet or concrete examples.
3. Requirements to Responders
Any units, organizations, groups, associations or individuals, home or abroad, with experience in large-scale bridge design can apply to this design collection.
Responders can apply independently or in form of united parties, only the total number of group members in the united parties should not be more than 3.
In form of united parties, only major member’s experience of large-scale bridge is required.

To sign up on site, responder should provide with the following documents for review:
a. For domestic corporation responders: Business License (copy), Letter of Authorization from Legal Representative and most representative works of bridge design before (copy).
b. For domestic non-corporation responders such as organizations, groups or associations: License for Institution Code (copy), Recommendation Letter and most representative works of bridge design before (copy).
c. For domestic individual responders: ID card (copy) and most representative works of bridge design before (copy).
d. For foreign corporation, organization, group or association responders: relevant institutional license or certificate (copy with Chinese translation) and most representative works of bridge design before (copy with Chinese translation).
e. For foreign individual responders: valid ID certificate (copy) and most representative works of bridge design before (copy with Chinese translation).
For online sign-up, responders should upload or fax the documents required above to the collector. Short-listed responders will be informed online after the confirmation of the collector.
5. Site Exploration
Collector will organize a group visit to the location of this project on the following date and address:

Any responders come after the scheduled date shall go for the site exploration by themselves. No group visit will be organized by the collector.
6. News Briefing on design collection
A news briefing will be held on the following date and address for this design collection competition:
Time: 3 PM, May 25, 2009.

No other news briefing will be held for responders coming after the scheduled date.
7. Submission of Design Works
Responders should submit the design works according to the following schedule. No earlier, no later.
Time: 9:00 -11:30 AM, 2:00 – 5:00 PM, July 27 – 31, 2009 (Beijing Time)

Responders can also post the works for submission, arriving before the deadline. (Postal package should be noted with “Design Work for the Project of Second Bridge of Humen, Guangdong” as well as responder’s name, contact information, etc.) But they have to bear the risks of missing, delay, damage during delivery and consequence result.
8. Rewards for Chosen Design
The Collector will instruct the Design Review Committee to review all the candidate works for a preliminary selection and choose 6 pieces of works for the final decision.
In accordance with the final result, a winner for the First Prize will be rewarded with RMB2,000,000; two winners for the Second Prize, RMB800,000 each; three winners for the Third Prize, RMB200,000 each.
Besides, the model views for rewarded designs (with the name of the designer) will be exhibited in the Memorial Museum to the Bridge in the future.
Other than the above mentioned rewards, the collector shall not be responsible for any compensation or so to other responders.
If the Design Review Committee decides that no works in all the candidates meet with the requirements for this collection, some or all of the prizes can be vacant.
9. Design Review Committee Composition
The reviewing and judging of designs for this project will be carried out by the Design Review Committee designated by the Collector, which composed of 6 experts in bridge industry and 3 experts in architecture aesthetics, from home and abroad.
10. All rights, including interpretation for this design collection competition, are reserved to the Collector.

廣東省虎門二橋工程設(shè)計方案征集公告

為引進(jìn)全球領(lǐng)先的橋梁設(shè)計理念，獲得世界各地在大跨徑橋梁方面的建設(shè)經(jīng)驗，把握大跨徑橋梁建設(shè)發(fā)展趨勢，集思廣益、博采眾長，廣東省公路建設(shè)有限公司（以下簡稱“征集人”）作為本項目的項目法人委托華杰工程咨詢有限公司（以下簡稱“征集代理”）對廣東省虎門二橋方案在國際范圍內(nèi)公開進(jìn)行征集活動�，F(xiàn)將有關(guān)事項公告如下：
1、項目概況
廣東省虎門二橋工程屬廣東省高速公路網(wǎng)規(guī)劃的聯(lián)絡(luò)線，是橫貫珠江三角洲核心經(jīng)濟(jì)區(qū)東西向的一條高等級公路�；㈤T二橋工程西起番禺東涌，接珠江三角洲經(jīng)濟(jì)區(qū)環(huán)形公路南環(huán)段和京珠高速公路，終于厚街互通立交與廣深高速公路相交，東接規(guī)劃中的厚街至寮步高速公路，項目全長20.92km，全線均為橋梁。擬建的虎門二橋工程主橋橋位以南距虎門大橋約10km，以北距珠江黃埔大橋約20km，連續(xù)跨越大沙水道、坭洲水道；大沙水道水面寬度約1.5km、通航凈寬不小于1164m；坭洲水道水面寬度約2.4km、通航凈寬不小于1154m。水道通航要求高，具備建設(shè)世界級特大型橋梁的需要和條件。
本項目工程總投資約 120 億元人民幣，項目建設(shè)資金來源于 自籌 。

2、方案征集的目的和內(nèi)容
本項目的建設(shè)目標(biāo)是“安全耐久，和諧美觀，環(huán)保節(jié)約，科學(xué)創(chuàng)新”，該目標(biāo)亦應(yīng)貫徹至本次方案征集活動中。應(yīng)征者應(yīng)結(jié)合虎門二橋橋位區(qū)域規(guī)劃、橋位處的工程地質(zhì)、水文、氣候、環(huán)境等基礎(chǔ)資料和大跨徑橋梁的先進(jìn)設(shè)計理念及應(yīng)征者自身的設(shè)計經(jīng)驗，并根據(jù)給定的限制條件，進(jìn)行虎門二橋方案設(shè)計。
本次征集活動需要應(yīng)征者提交的方案內(nèi)容主要包括：
(1) 橋梁方案總體設(shè)計及必要的結(jié)構(gòu)和構(gòu)件設(shè)計；
(2) 為橋梁方案總體設(shè)計提供的支持性技術(shù)資料，包括（但不限于）以下內(nèi)容：
a. 在橋跨布置、橋型與結(jié)構(gòu)體系選擇方面，應(yīng)征者考慮的主要因素及推薦依據(jù)；
b. 橋梁主要構(gòu)件的方案說明；
c. 應(yīng)征者對該方案可設(shè)計性、可實施性的合理說明；
d. 設(shè)計方案在主要施工方案或工藝方面的考慮；
e. 設(shè)計方案在環(huán)境協(xié)調(diào)、橋梁景觀方面的美學(xué)體現(xiàn)；
f. 設(shè)計方案可能涉及到的新材料、新工藝、新技術(shù)，以及采用這些新材料、新工藝、新技術(shù)的必要性和可實施性；
g. 設(shè)計方案對橋梁運(yùn)營維護(hù)方面的考慮；
h. 設(shè)計方案在造價經(jīng)濟(jì)性方面的考慮；
i. 如果方案被采納，應(yīng)征者對下一步設(shè)計工作的關(guān)鍵點(diǎn)和難點(diǎn)提出建議。
上述支持性的技術(shù)資料應(yīng)簡明扼要，把橋梁方案總體設(shè)計如何實現(xiàn)、并體現(xiàn)出方案優(yōu)越性的目標(biāo)闡述清楚即可，必要時可附簡單的圖紙及計算書，或舉出實例說明。

3、應(yīng)征者的資格要求
有大型橋梁設(shè)計經(jīng)驗的國內(nèi)外單位、組織、團(tuán)體、協(xié)會或個人均可參加本次方案征集的應(yīng)征。
應(yīng)征者可以獨(dú)立應(yīng)征，也可以聯(lián)合體形式應(yīng)征，但聯(lián)合體的成員總數(shù)量不得超過3家。
如為聯(lián)合體形式應(yīng)征，只需聯(lián)合體主辦人有大型橋梁設(shè)計經(jīng)驗即可。

4、方案征集活動的計劃安排如下（下述時間均為北京時間）：
(1) 報名方式：
本次征集活動有以下兩種報名方式：
a. 到指定地點(diǎn)現(xiàn)場報名（可同時領(lǐng)取競賽征集文件資料）；
b. 通過網(wǎng)上報名（可同時在網(wǎng)上下載競賽征集文件資料），具體網(wǎng)址為：www.hmeq.net

如為網(wǎng)上報名方式，應(yīng)征者應(yīng)將上述要求的報名資料通過傳真或網(wǎng)上傳遞（在報名網(wǎng)站里留有指定上傳通道）給征集人，經(jīng)征集人核驗合格后，將通過網(wǎng)上確認(rèn)的方式告知應(yīng)征者報名已通過。

5、現(xiàn)場考察
征集人將于下列時間和地點(diǎn)，統(tǒng)一組織應(yīng)征者考察本項目工程所在區(qū)域。
時間：2009年5月25日9：00；集合地點(diǎn)：廣州市寺右新馬路111~113號五羊新城廣場門前。
在上述日期之后前來報名的應(yīng)征者，應(yīng)自行前往現(xiàn)場踏勘，征集人不再統(tǒng)一組織。

6、征集活動情況介紹會
征集人將于下列時間和地點(diǎn)，召開本次方案競賽征集活動的介紹會。
時間：2009年5月25日15：00；地點(diǎn)：廣州市寺右新馬路111~113號五羊新城廣場。
在上述日期之后前來報名的應(yīng)征者，不再統(tǒng)一組織介紹會。

7、設(shè)計方案的遞交
應(yīng)征者應(yīng)按下列時間和地點(diǎn)遞交其設(shè)計方案，提前遞交的應(yīng)征方案將不予接收，遲到的設(shè)計方案將不予受理。
遞交時間： 2009年7月27日~2009年7月31日上午9:00~11:30，下午14:00~17:00（北京時間，）

應(yīng)征者亦可通過郵寄方式遞交設(shè)計方案（郵寄包裹上應(yīng)注明“廣東虎門二橋工程設(shè)計方案”及應(yīng)征者名稱、聯(lián)系電話***

8、方案征集的獎勵規(guī)則
征集人將首先組織評審委員會對本次征集活動的方案設(shè)計進(jìn)行初審，并選出6個入圍方案進(jìn)入最終的方案評審。
根據(jù)設(shè)計方案的最終評審結(jié)果，選出一等獎1名，獎金200萬元人民幣；優(yōu)勝獎2名，獎金各80萬元人民幣；鼓勵獎3名，獎金各20萬元人民幣。
另外，對于獲獎方案的效果圖（有獲獎?wù)呤鹈�，將在本橋的檔案資料陳列館中永久展覽，供游人參觀。
除上述獎勵外，征集人將不對其他應(yīng)征者給予任何補(bǔ)償。
如果經(jīng)評審委員會認(rèn)定各設(shè)計方案難以達(dá)到本次方案征集的目的，部分或全部獎項有可能空缺。

9、評審委員會的組成
本項目的方案設(shè)計評審工作將由征集人組建的方案設(shè)計評審委員會負(fù)責(zé)完成。評審委員會由6名橋梁專家和3名建筑美學(xué)專家組成，成員來自征集人邀請的國內(nèi)外專家。

10、本方案征集活動解釋權(quán)屬征集人。
