廣東省機(jī)電設(shè)備招標(biāo)中心受買(mǎi)方委托對(duì)下列產(chǎn)品及服務(wù)進(jìn)行國(guó)際公開(kāi)競(jìng)爭(zhēng)性招標(biāo)。本次招標(biāo)采用非電子招標(biāo)方式，現(xiàn)邀請(qǐng)合格投標(biāo)人參加投標(biāo)。

1、招標(biāo)產(chǎn)品的名稱、數(shù)量及主要技術(shù)參數(shù)：al >1.本次招標(biāo)內(nèi)容：磨床 2臺(tái)。

2.合格投標(biāo)人：

l) 投標(biāo)人是響應(yīng)招標(biāo)、參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。除非另有規(guī)定，凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)(以下簡(jiǎn)稱”合格來(lái)源國(guó)/地區(qū)”)的供貨人均可投標(biāo)。

2) 投標(biāo)人不得直接或間接地與招標(biāo)人為采購(gòu)本次招標(biāo)的貨物進(jìn)行設(shè)計(jì)、編制規(guī)范 和其他文件所委托的咨詢公司或其附屬機(jī)構(gòu)有任何關(guān)聯(lián)。

3) 只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才 能參加投標(biāo)。

4）投標(biāo)人在過(guò)去5年內(nèi)必須在有10臺(tái)及以上軋輥磨床供貨業(yè)績(jī)（符合本招標(biāo)文件第八章“貨物需求一覽表及技術(shù)規(guī)格”中“SECTION 4 Demands 3. 4. 5”中相關(guān)要求）

5）投標(biāo)人應(yīng)是貨物的直接生產(chǎn)廠商（如直接生產(chǎn)廠商參加投標(biāo)，則不允許其代理商參加）或唯一授權(quán)的代理商；

6）不接受聯(lián)合體。

Guangdong Machinery & Electric Equipment Terdering Center entrusted by the purchaser, invites sealed bids from eligible suppliers home and abroad for the supply of the following goods and/or service by way of International Competitive Bidding and traditional bidding. The tender notice was released on www.chinabidding.com on Nov.24,2008

1.Name of Products/Equipment, Quantity, and Main Technical Data:

1.The bid include supply of：ROLL SHOP EQUIPMENT (ROLLING GRINDER) 2 sets.

2. Eligible bidders:

1) Bidders are legal persons or other organizations who participate in bidding. This Invitation for Bids is open to all suppliers from within the People’s Republic of China (hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas"), except as provided hereinafter.

2) Bidders should not be associated, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Tenderee to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation for Bids.

3) The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tendering Agent and the Tenderee.

4) The bidders should have at least Ten (10) supply records of the grinders which satisfy the demands specified Section 8 Schedule of Requirements and Technical Specifications SECTION 4 Demands 3. 4. and 5. in last 5 years.

5) The bidders should be the manufacturer (If a manufacturer participate in this bid, its business agent is not allowed in this bid), or the only authorized business agent of the manufacturer.

6) Joint Venture is not acceptable.
